The Electronic Data Processing (EDP) Buy for Lease (BFL) program is designed to allow Public Works and Government Services Canada (PWGSC) to operate as the lessee to clients in preference to clients leasing through a supplier. PWGSC recovers the cost of interest and related costs from the client, therefore, certain minimum savings to the Crown are required. PWGSC sets aside, each fiscal year, $7 million in the Office Automation Allotment for this purpose. This program covers the full range of EDP equipment.

Le Programme d'achat aux fins de location (PAL) pour le matériel informatique permet à Travaux publics et Services gouvernementaux Canada (TPSGC) de louer du matériel informatique aux clients qui, autrement, devraient faire appel à des fournisseurs du secteur privé. TPSGC récupère des ses clients les frais d'intérêt et autres frais connexes. Cette façon de procéder doit permettre à l'État de réaliser certaines économies. Chaque année, TPSGC garde en réserve à cette fin 7 millions de dollars dans les crédits affectés à la bureautique. Ce programme s'applique à toute la gamme de matériel informatique.
